Introducing: CPTES Web and CPTES Access Database

Introduction
CPTES is a database designed to aid: Law, Wildlife and Border Control officers to rapidly screen Traditional Medicines and similar products for possible infringements of national laws implemented to enact the CITES / EU regulations. CPTES includes: Traditional Medicines, Cosmetics, Aromatics and Foods. The most common species found are: Saussurea costus, Moschus spp, Gastrodia spp, Aquilaria spp, Ursidae, Panthera tigris, Pterocarpus santalinus, Saiga tatarica, Cibotium barometz, Manis spp, Cistanche deserticola, Rhinocerotidae spp and Dendrobium spp.

The CPTES database is designed to be an immediate point of reference, to enable rapid screening based on the product or ingredient names. In the latest version, records have been added to enable searching on the Chinese Registration or Patent ‘Z’ numbers. Additionally, the number of products in the database that have never been associated with containing protected species, have been expanded significantly. This saves an enormous amount of time and effort for investigating officers who can rapidly decide which products can be released, and which need further investigation.

History
The CPTES database was originally distributed as a paper based list. In late 2009/10 it was converted into a Microsoft Access database (version 1), and was proved operationally in several countries. In early 2010 it was used during operation TRAM.

The database has since been significantly expanded. The Microsoft Access Version 2 has been available since September 2010.

Since September 2010 CPTES Web has been developed. This application just needs an Internet connection and a web browser. It can also be used over the cell phone network using suitable web compatible mobile phones or similar devices.

Comparison
The Access and CPTES Web versions of the database contain the same data. However each new release of the Access database requires a new installation of the database on each computer. It is therefore not realistic for IT departments to update Access versions more than about twice a year.

Immediately the CPTES Web is updated it becomes available to all users worldwide. It is our intention to update the CPTES database at least twice a year, but we may make smaller more frequent updates as data becomes available. We can also react quickly to any new information, making it available to all CPTES Web version users immediately.

Trial Licenses
We can offer free 14 day access to CPTES Web for up to10 users. The Access version is very similar. Please use the contact form so that we can discuss your requirements. All you need to supply is valid email addresses for the 10 users within your organisation. The users will then receive an email containing their login Username and Password, together with login instructions. They will then be able to use the full database until the license expires.

Full license fees are for the CPTES database only. There is no charge made for any of the publically available documents that are supplied with the database.  They are supplied for the user’s convenience.

CPTES Web Installation and Use
CPTES Web can be used on many web connected, JavaScript enabled platforms. PC’s, Laptops, Notebooks, iPads, Smart Phones and web enabled phones with 320 pixel wide screens.

When buying a Full License, organisations must supply a list of staff  requiring access to CPTES Web. The only requirement is for the list to contain a valid staff member’s work email address. Staff additions will be made promptly. All email addresses supplied to Reijngoud Concept will only be used for CPTES Web user access. If a contract is terminated then all user email addresses will be deleted from the web server.

Immediately each member of staff is added to CPTES Web they will receive an email containing their Username and Password together with logon information. They will be able to use CPTES Web immediately up to the expiry of the license.

Once logged on to CPTES Web the user can change their password and change their Name, but they cannot change their Username.

Each member can only have a single connection to the CPTES Web. If another connection is made from a second computer, then the first connection is terminated by sending the user back to the logon screen.

 e-CPTES for Computers

s-CPTES for Smart Phones have identical functions. The main differences being the way search results are displayed on the screen to enable vertical scrolling.

m-CPTES is designed for 320px wide screens lacking the new ‘Smart Phone’ display functions.

It has been necessary to reduce some of the screen options to fit the fixed size screen. All of the essential features are present to search and display the key information in the CPTES database. More details are available in m-CPTES Help.

CPTES Web Summary

  • Ease of use:

1.     Enter the product name (or part of) and submit the search.

2.     Immediately the database lists matching records

    1. A Traffic light system RED AMBER GREEN immediate indicates:
  • Red:  Indicates a 'Protected Species' may be present
  • Amber:  Indicates 'Possible Health Risks'
  • Green:  Indicates 'None' - the product is not linked with containing a 'Protected Species'
    • RED: The data lists:
      • the protected species that is associated with that product
      • the level of CITES or EU protection for that protected species
      • the species common name or group name
      • How to quickly find that species in either the CITES Appendices or the EU Annexes.
    • AMBER: Indicates product names associated with containing Aristolochia. Aristolochia has been banned in many countries because of its associated health risks. Read the associated Important Note and Reference Links.
    • GREEN: Quickly identifies products that have NOT been associated with containing CITES protected species.



CPTES pdf Search
When looking at 'Protected Species' it is good practice to read the relevant section of either the CITES or EU Regulatory Documents.
CPTES allows you to do this in a few seconds. Just follow the 5 quick steps illustrated below:
The procedure refers to buttons A B and C, and to text D and E in this example.


 
Step 1. To look up Rhinocerotidae spp in the CITES or EU Annex pdf documents you use the 'pdf Search Term' text DLeft click the mouse immediately before the R in Rhinocerotidae, and whilst hold the click down select the text until it appears like this:
 
Step 2. Right Click on the highlighted text and select Copy from the pop-up box. See image below:
 
 
Step 3. Click on button A or B to open the required pdf document
 
Step 4. Right click into the Find box at the top of the pdf screen and click Paste.

Step 5. Now press your Enter key and the information will be displayed like this:
